add up opponent win totals and divide by 256 (total games played by 16 teams)... you don't even really have to divide it out, you can just add it up and tell.
Right now Colts opponents have 139 wins (4 games pending), Browns opponents have 137 wins (no games pending) and Raiders opponents have 137 wins (2 games pending)
Colts automatically finish with the strongest schedule of the 3, and get the 3rd pick... the other 2 spots are yet to be decided.

ok just a hypothetical here what if the colts opponents all lose and the raiders opponents all win? they would be tied. then what happens? the browns get #1 pick but wouldnt the colts get #2 since they lost head to head?

One of the Colts opponents is also one of the Raiders opponents... so they can't tie.
